Juvenile Release Records Stay Restricted

Wayne County Juvenile Detention Facility is a county juvenile detention operation, not an adult jail. Juvenile records and proceedings are subject to confidentiality limits. Names, custody histories, booking images, living arrangements, and release destinations should not be exposed through an adult released-inmate workflow. The WCSO adult inquiry, MDOC OTIS, and a public recent-release search must not be presented as coverage for a child.

A blank public result is therefore not a release certificate. It can simply reflect the protected nature of juvenile proceedings. An authorized person should contact the juvenile facility or the court channel associated with the case. Staff may need identity, relationship, and authority to receive information before they can discuss custody or release instructions.

Juvenile Facility Release Destinations

A juvenile leaving secure detention may be released to an authorized parent or guardian, placed under a court-approved plan, moved to another youth program, or transferred under a lawful order. The research does not establish a public list of individual outcomes, and no destination should be inferred. The facility and juvenile court control who may receive the details for a given young person.

Release from this building does not by itself end the juvenile matter. Court conditions, supervision, services, placement, or a later hearing may remain. The proper wording is narrow: the young person was released from Wayne County juvenile detention, if an authorized source confirms that fact. It should not be expanded into a public statement about freedom from all court authority.

Confirm a Juvenile Facility Release

The safest process begins with the notice, case paperwork, or direct contact already provided to the authorized family member or attorney. Use the young person’s case reference rather than searching public adult databases. Ask only for the operational facts needed for pickup, court compliance, or representation.

2. State your name, relationship, and legal authority to receive information.
3. Provide the case reference and the minimum identity details staff request.
4. Ask whether release is authorized, whether processing is complete, and who may receive the youth.
5. Confirm required documents, approved pickup arrangements, and any court-directed next step.
6. Keep the response private and follow the written order over informal reports.

If a public adult inquiry returns a same-name person, do not assume it is the youth. If it returns nothing, do not state that no custody exists. Juvenile confidentiality, name variation, recent processing, or the use of a separate case system can all explain the absence.

The facility is located within the Wayne County Criminal Justice Center. The official county visitor page lists the juvenile detention operation in Suite 300. Contact information can change, so verify it on the county page before travel and follow any instructions issued for the particular case.

Callers should not ask staff to disclose protected information about an unrelated juvenile. An authorized caller can ask how to establish identity and authority, where current release instructions come from, and which juvenile-court channel maintains the relevant order. The adult inmate-information line serves a different custody system and should not be used to bypass juvenile controls.

Before pickup, confirm whether staff require a particular identification document, whether the court has named the person who may receive the youth, and whether the release is fully processed. The public visitor page does not establish these case-specific rules. An estimate from someone outside the facility should not replace direct instructions. If a hearing or placement decision is still pending, the juvenile court or assigned case professional is the proper source.

Juvenile and Adult Release Systems

The CJC contains adult detention, juvenile detention, courts, the clerk, the prosecutor, the Sheriff, and an MDOC office. Co-location does not merge their databases or access rules. WCSO controls adult county-jail custody. The juvenile operation and court control protected youth information. MDOC handles state prisoners and covered adult supervision. Each office answers a different question.

Federal and immigration locators are also adult, agency-specific tools. None should be used to expose juvenile identity or to infer a youth’s status. A court-approved placement can be outside secure detention without being a general public release.

Current Juvenile Detention Campus

Wayne County moved criminal-justice operations to the new Criminal Justice Center beginning September 3, 2024. The large Russell Street complex consolidated the Adult Detention Facility, Juvenile Detention Facility, Third Judicial Circuit Criminal Division, County Clerk Criminal Records, prosecutor, Sheriff, and an MDOC office. Older online directions may still point to the former downtown jail and court campus.

The Wayne County CJC overview is the official source for the current complex. It says the facility combines nearly 2,500 adult and juvenile beds across the site. That figure is not an adult-jail capacity and should not be used as a juvenile count.

The visitor page states that there is no visitor drop-off area at the site and identifies parking lots B and C. It does not publish a juvenile release exit or an approved waiting point. Authorized pickup parties should follow the direct instructions they receive rather than choosing a door based on a map.

Older web pages may also refer to the former downtown jail and court campus or to the closed Detroit Reentry Center and its earlier Ryan name. Those locations are not the current juvenile release point. The Detroit Reentry Center closed in 2021, while Wayne County began the CJC move in 2024. Date-labeling both facts helps families avoid stale directions without revealing anything about an individual youth.

Note: Current CJC directions prevent travel to obsolete sites, but they do not override private release and pickup instructions for a juvenile.

Request Protected Juvenile Records

A general Michigan FOIA request is not a way to evade juvenile confidentiality. Public bodies assess exemptions and the requester’s legal authority. Medical, victim, juvenile, privacy, and security information can be withheld. A parent, guardian, attorney, or authorized party should use the case-specific court or facility process identified by the responsible office.

When a record is needed for a lawful court or care purpose, describe the document narrowly and provide proof of authority through the channel staff direct. Ask which office is the custodian. The detention facility may hold operational custody records, while the juvenile court maintains orders and proceeding records. One office should not be asked to interpret another office’s document.

Do not request or publish a booking photograph as though it were an adult mugshot. The central safeguard is simple: confirm the release through an authorized source, follow the court’s written directions, and keep the young person’s identity and destination out of public release pages.

If a durable copy of an order is required, ask the juvenile-court clerk or counsel which request process applies and what proof of relationship is needed. If the concern is only the pickup time or approved recipient, use the facility’s operational channel. Separating those questions avoids sending a protected court-record request to staff who control only the detention operation.
