Michigan calls the service MI-VINE, short for Victim Information and Notification Everyday. It is a free, confidential custody and court notification service available around the clock. The public may use it online, by phone, and through delivery methods offered during registration. Participating agencies send their own custody data to the network. For that reason, the agency named on a result is as important as the word “released.”
A Wayne County jail entry can report a WCSO custody change. A Michigan Department of Corrections entry can track a person in state prison or under covered state supervision. If no match appears, try known name variants and confirm spelling. Then call MI-VINE at 800-770-7657 or WCSO inmate information at 313-224-0797. A no-result can reflect agency participation, recent processing, a city lockup, restricted juvenile information, or a system delay. It is not proof that the person was never held.
Negative-result discipline matters in Wayne County. Recheck aliases, date of birth, the WCSO subject or booking number, and the likely agency. A person arrested by a municipal department may remain in a short-term lockup before transfer. Juvenile information is restricted and must not be searched or exposed through adult tools. A state prisoner may appear in OTIS instead, while a federal person belongs in BOP. If every public search is blank, call the likely custodian and court, record the date of the answer, and use a narrow records request when written proof is needed.

Michigan’s official brochure says email and text registration do not require a PIN. The phone PIN tells the automated system that the call was received. It should not be shared or displayed. Current email or text screens may still require a link or code confirmation, so follow the live interface rather than assuming an old screen is unchanged.
Alerts can cover a release, transfer, escape, or other offered custody event. They are useful before an expected change. An alert received after the event should still be checked against WCSO, MDOC, or the court when the destination or legal basis matters.

The strongest local workflow uses three sources. MI-VINE reports the custody change. WCSO confirms that the particular Wayne County booking ended and may identify a transfer. The court record explains the bond, sentence, dismissal, or other authority. This triangle prevents a common error: treating a single “released” label as proof of the person’s destination or case outcome.
For a county record, open the WCSO inquiry and compare the subject number, booking number, date, charges, and docket. Use the “In Custody” control deliberately. If the correct historical booking has no explicit release field, call WCSO and ask for the recorded date, time, and whether the event was a transfer. A focused Wayne County FOIA request can seek the booking and release log when durable proof is needed.
WCSO’s inquiry can expose name, subject number, age, booking data, bond records, charges, court dates, docket number, sentence details, disposition, and arresting agency. Availability varies. A blank facility assignment does not supply a release reason. Confirm Wayne County Release Status

OTIS includes prisoners, parolees, probationers under covered supervision, and discharged people for three years after discharge. It excludes county-jail-only people. A state profile marked “Parole” supports prison exit with continuing supervision. “Discharged” means the MDOC sentence or supervision ended. Those terms should not be substituted for a WCSO jail release.
The Michigan Public Sex Offender Registry is another separate system. It applies only to people with a legal registration duty and can show a registry photo and listed status. Presence does not mean that the person is on parole, and absence does not prove there was no conviction or release. Registry email tracking is not a general Wayne County inmate notification service.
