A name search can be refined with age, race, and sex. The register number is the strongest key because names and demographic details can overlap.

  3. Compare the name, number, age, race, and sex with the federal case.
  4. Read location or status and release date as separate fields.
  5. Save the exact displayed wording and the date the locator was checked.
  6. Open the federal sentencing docket to confirm the judgment and supervision terms.

A pre-1982 federal record can fall outside the locator’s published date coverage. A person held locally on a federal matter may not appear until designation and data processing occur. If the result is absent, recheck the number, spelling, and federal docket rather than declaring release.

BOP warns that release dates may change as First Step Act credits are recalculated. The displayed value should be reported as BOP’s current date, checked on a stated day, not as an immutable promise. A court judgment, sentence reduction, credit change, or other legal development can alter the timeline.

A projected federal date and an actual federal release are not the same fact. Before the date passes, describe it as the date BOP currently reports. After a locator status changes, retain the earlier check date and compare the new status rather than claiming the first projection was a firm appointment. The federal docket may reveal a later court order, while BOP remains the source for its custody calculation.

Meaning of Federal Release Status

“Released” or “Not in BOP Custody” means the person is no longer held by BOP according to the locator. It does not prove unrestricted freedom. Another state, county, immigration, or other lawful custodian may hold the person. Federal supervised release can also continue after imprisonment ends.

Important: Report the narrow fact that BOP custody ended, then check the federal docket and any known receiving agency before describing the person’s status.

Federal supervised release is imposed by a federal court and administered through the federal court and probation system. It is not Michigan parole. OTIS will not turn a federal supervised-release term into a state parole record. The federal judgment and docket are the best sources for the term, later modifications, or revocation proceedings.

A person may also leave BOP because the sentence ended, because another custodian received the person, or because the record reflects a status outside a BOP facility. The compact locator result may not explain which path applies. When the distinction matters, reconcile the court docket and any known receiving-agency record. Do not convert “Not in BOP Custody” into a statement about where the person lives or whether all restraints ended.

Wayne County to Federal Custody

A local and federal record can coexist. A person may first be booked by WCSO, appear in a federal case, move through USMS custody, and later enter BOP. If the WCSO record says release to USMS or another federal custodian, state exactly that. It is a county release and a federal transfer at the same moment.

Build the timeline with agency qualifiers. The WCSO booking number and release entry establish the county portion. The federal docket establishes the federal charge, judgment, and sentence. The BOP register number and locator establish later BOP custody and the reported release date. Each event may have a different date.

Note: Several agencies can record a “release” in one case, so every date must be tied to the custodian that changed.


Wayne County Federal Release Locations

Wayne County moved its jail and criminal-court operations to the Criminal Justice Center at 5301 Russell Street in September 2024. That local move did not create a federal prison in the county or turn the CJC into a BOP release site. Older WCSO and court addresses can describe an earlier local stage, while a federal sentence may place the person at a BOP facility anywhere in the national system.

The Detroit Reentry Center is another stale location that can appear in older records. MDOC closed it in 2021, and it was a state facility rather than a federal prison. Date-label each address so a historical document is not mistaken for a current federal release point.


Federal Release Records and Contact

For a public status check, use the locator maintained by the Bureau of Prisons. For sentence terms, release-related court orders, or supervised-release conditions, use the federal court docket and the court’s records process. The Michigan Parole Board and WCSO cannot confirm a federal supervision term.

Ask for a durable agency record only after identifying the correct custodian. A federal court judgment comes from the court, not from Wayne County. If a WCSO transfer record is needed, seek the county booking and release entry separately. If the locator says Not in BOP Custody and another destination is known, contact that agency.

When the possible receiving custodian is ICE, search the ICE locator rather than stretching the BOP result. ICE detention is civil immigration custody with a separate current and recent-release search route. A BOP release date does not decide the outcome of an immigration matter.

A sound federal release statement has three parts: the exact BOP status, the displayed release date, and the time the record was checked. Add the federal court’s supervision information when relevant. If another custodian is known, report that separately.

  2. Capture the exact status and release date without rewriting their meaning.
  3. Review the sentencing docket for supervised release and later orders.
  4. Check a named receiving agency when the record suggests a transfer or detainer.
  5. Recheck a projected date because credit calculations can change it.

Do not use the WCSO live roster as proof of a federal release. Do not use OTIS parole status to describe federal supervision. Do not infer that an absent locator result means no federal history. The right result is often narrow, but it is defensible: “BOP reports Released,” followed by the stated date and any verified continuing status.
